All goods, import of which is permitted only with an Authorization / Permission / License or in accordance with the procedure prescribed in a notification / public notice are ‘Restricted’ goods.

License Issuance Process
An application for grant of Restricted License against Imports / exports has to be applied in online through DGFT Portal.
The application for approval may be forwarded to the concerned regional authority (RA) / DGFT after taking assistance from the Facilitation Committee grants the authorization based on the merits of the application.
Application Fee
A registration fee of INR 1 per thousand subjects to a minimum of INR 500/- and a maximum of INR 1 Lakh on CIF amount of the authorization will need to be paid through electronic mode in the online system for each application for issuance of the authorization.
Authorization Validity
Exports – valid for exports for 24 months from the date of issuance of the authorization.
Imports – valid for imports for 18 months from the date of issuance of the authorization
Other Conditions
All restricted items and items permitted to be imposed by STEs, except live animals, required for R&D purpose may be imported without an authorization by government recognized research and development units.
